2. How would the Federal Government transition from an income based system to a consumption based system?

The transition from our current tax system to the FairTax will be done “cold turkey.” If the FairTax were to be enacted during the 111th Congress, all Federal income-related taxes would be eliminated and replaced with the FairTax on January 1, 2011. The FairTax is a simple system that will be easy to implement as 45 states already have a sales tax system in place that the FairTax will essentially piggyback off of for collection purposes. The sales tax system is not new and most Americans come into contact with it daily.
