2. Is there one major change you would recommend to the bill when it’s brought back to the House for a vote?

I would urge them to change the buyout portion into a lending portion and to create a window that would lend at Treasury plus 2%, so the government would actually make a slight amount. And to say:  If you have a liquidity problem and want to come in and borrow the money for three to five years, fine. But understand that you own this paper, you made this decision, this is your mistake and you're going to have to work your way out. We are not going to have some bureaucrat take responsibility for the bad paper you created.
